Do you know what Drupal is? There is nothing to "start" you need to install
it onto your apache server and then configure it and finally login to the
admin page.

addition to Apache server you will need PHP and MySQL as well.
Actually any SQL will do I guess but MySQL definitely works well. Depending
what plugins and features you want to use you may need other packages not
standard with ubuntu.
BTW DRUPAL is a very nice content management system while not the
equivalent of Dreamweaver or other integrated
web design tools once your basic template is designed you can manage and
control content from your browser.
