Or did this page simple not add the URL?

Where it says Click here to verify you Information, this is a link to a
spoofed account

Paypal just don't do things like this, if you have reason to believe
that it is genuine, then open a browser and type the URL of the site
you want to go to, that way you know your not getting a spoofed site.

If it where genuine, when you logged in at PayPal, you would have some
message relating to this email, but I don't even think Paypal randomly
flag accounts like this anyway.
