A quick fix is to download
http://archive.ubuntu.com/ubuntu/pool/main/h/hicolor-icon-theme/hicolor-icon-theme_0.5-3_all.deb
and
sudo dpkg -i hicolor-icon-theme_0.5-3_all.deb
then go to system->preferences->theme and change the theme to something
and then back to your theme.
The bug report is here:
https://bugzilla.ubuntu.com/show_bug.cgi?id=6798
This is a really annoying bug
If you have some kind of automatic update then you can lock the version by
going to synaptic and then going to package->lock version
... until they fix it.
