edit  /usr/share/applnk/KControl.desktop and add the following line
and  /usr/share/applications/kde/KControl.desktop 
and /var/lib/gnome/Debian/Apps/System/KControl.desktop

OnlyShowIn=KDE 

This is fixed in kdebase-ubuntu8, unfortunately there's a build problem at the 
moment.
