I tried 'vts-is-UTF8' and it reported back "UTF-8 unicode mode".

I tried the 'consolechars -f latarcyrheb-sun16.psf' and I saw no
difference whatsoever.

unicode_stop helped a bit, but it was still messed up some. Of course
unicode_start set it back to unuseable.

I did a bit more searching online and there appear to be some patches to
make mc understand UTF-8.
