Hoary Bootsplash

No one is against having a bootsplash, and most people agree that it
would be nice to have in Hoary. There's just not enough time to get it
done and tested before the release.

The freezes are what make the final Ubuntu releases relatively
bug-free. Adding new features right before the release is generally a
bad idea. It'll be done eventually. Again, look at the Hoary Goals
wiki page to see what features will or won't make it into the final
release. It seems to be kept up to date.
