Slow modem

Hi

I am brand new to Linux but I got some things working on my UBUNTU PC 
with drivers from Debian, but cannot get the following 2 point working.

1) I have a Duxbury external ISDN modem and I only get 9600 with kppp is 
there anything I can do to correct this?

2) My kppp I can only get to work with root on the other users it tells 
me "permission denied"

I must say I realy injoy LINUX.
