uml-utilities: missing symlink for uml_net

The packaged uml-utilities is designed to work with the packaged UML (which
looks in /usr/lib/uml/uml_net), so this is by design (and not a bug as
such).

The patch to move uml_net to /usr/lib/uml was supposed to go upstream ages
ago, but it was lost somehow...
