I don't think it is a convention (even /usr/bin and /bin show be added
to PATH), but something it is usually done by most distributions.

Ubuntu probably doesn't do that to prevent someone putting an
executable with a famous name (like, say, 'ls') on a user's "bin" and
screwing evertyhing up (something like using 'sudo' and letting root
without a password).

Just my thoughts, though. :)
