Did you ever actually install previous versions of Ubuntu? You only get 
the debconf promptings for postfix if you install it after the system 
install. We decided that people who actually want postfix probably also 
want the option to configure it, but also decided that most people don't 
want postfix. The obvious change was to require people who want it to 
install it manually, and then offer them the configuration dialogues.

You've repeatedly made assertions about "Hundreds of man hours being 
lost" and the like. I haven't seen how, yet.
