Yes, the same problem exists for KDE. You have three background states: the
login manager (GDM/KDM) has one; after login there's another that is
present until the user session is loaded; then there's the users. Keeping
them all in sync is a pain. fwiw, the one you're talking about is in the
settings (Kcontrol) / System Administration / Login Manager for KDE. How
similar that might be to Gnome's settings is anyone's guess :-)
