Go to the community. Spread the word via the lists, the wiki, irc.
Write something for posting on the fridge.ubuntu.com. Try to gather
people around your idea.. Create a web site, a forum discussion,etc
The Ubuntu community is large enough that if you have a great idea,
people will join and help. Canonical has a finite amount of
ressource, and personally I want it spent on the base distro.
And MOTU has a series of commuinty-created teams that aim at all sort
of things. Just check all the projects they are working on at various
levels.
