No virtual terminals?  What version of Ubuntu are you running?  There was a
known (and fixed) bug with X keyboard drivers in breezy.  It's so long
since I had it, I can't remember what you needed to install but check in
your X logs for _any_ keyboard warning.  If you see it, then google for
that message and it should lead you to the fix.
