Yes, it is normal.  Ubuntu does not set a root password at installation.
It is an option done by the user later (again, optional) as a lot of
users, I think, use their main account as a root-enable-thru-sudo
account.  If you'd like to set your root password login as your admin
account and do the following:

sudo passwd root

or check additional instructions at the 'Ubuntu Guide: User
Administration' (http://www.ubuntuguide.org/#usersadministration)
