"Installed" in this case does not mean that anything gets written to a
physical disk. Instead, it means that the openssh-server package is
downloaded from a repository, then runs in memory in the LiveCD
environment. That's why it's gone when you reboot. This way, you can
try out software other than just what's installed by default on the
LiveCD. The LiveCD does not include openssh-server by default, since
Ubuntu does not include openssh-server in its default install.
