Problem with external modem after installing Ubuntu

I trried the https://wiki.ubuntu.com/DialupModemHowto guide, but the 
same problem still exist. The modem does not dial.
Any other solution?

Another questiom,  why didn't I recieved my own message?. I can see only 
this 1 reply. Are there more replies that I can't see?
