I assume it's something like modules not being loaded (and/or not in the
proper order -- load agpgart and your hardware-dependent module first,
then the fglrx modules).

Maybe a dumb question, but why are you using fglrx? Radeons up to and
including 9250s are fully supported for 3D out of the box without using
fglrx: in recent years, I've only used fglrx for about fifteen minutes
to verify it still works. 3D stuff for all those cards just works fine
out of the box.
