FTP Server and Setup

I am trying to set my computer up at home as a Webserver/FTP Server so
I can do webdevelopment while at work (We have some down time). Using
vsftpd I am able to setup so I can FTP in, Download, Upload, Create
Directories...etc. However I am unable to set the permissions on
anything that I upload so I can change it later. Everything that I
upload can't be changed unless I do it at home from the computer. Any
ideas?
