When I used Mandrake, I had the same need and ended up using ROX as the
session manager and desktop and Oroborus as the window manager. You can

(though the gallery is no longer available).

An alternative now might be XFce4; I'm pretty sure you can disable the
root menu and set up the panels however you want. Plus, there is now a
kiosk mode for the panel that lets you lock down certain features.
