For me on my laptop they are about the same (linux is about a second
slower with a gentoo install and about 3 seconds with ubuntu, now if i
get linux to start servers when it starts up it takes a good 10+
longer. (this is to where you can do stuff in windows)( i have only
tested this on my laptop)

I have never got more speed in windows, (2000pro, 2000server
2003server and xp pro) on any of my computers I have even asked many
of the top IT people in some of canada's oil industry and i have
folowed they're advice (most of which i knew before) and its never
faster for me in windows. If you can give me advice off list that
works that would be awesome!
What really bothers me is the schools that have 300+ computers and all
but one or two (that nobody can use) are really infected with viruses
and have not been defragmented or re-installed in over 2 years....
some of the computers have used where 2Ghz and were not even as fast
as some of my 600Mhz computer because of all the problems.
The best is one of my friends computers was infected with 89 viruses
and 32 trojans, I told him i'd fix it i threw on linux!
