Correct, although, you really don't need the "sudo" part!
Just use:
gedit ~/.xine/catalog.cache
should be fine.
(Try using "sudo" as little as possible. As a rule, *only* use "sudo"
when it tells you something like "Permission denied" or "You don't have
access to this".)
