Unable to use wi-fi on Ubuntu Hoary under WEP

I've just did the test with Lucent Orinoco PC Card, the result is the
same. Gnome networking panel cannot be used to configure the Wi-fi
correctly. It can only do proper job for ifup and ifup down only.
I have to resort using iwtools manually, as quoted on my own email
above.
