That's not the full truth, even debian is the biggest software package
archive, there are many apps which are not part of it.
http://www.nl.debian.org/devel/wnpp/requested to name just those
somebody has requested. There are also many apps which simply doesn't
fulfill the requirements to be included, but people want/need them
anyway on their debian/ubuntu installation. So I think there are and will be
third party debs.
