Upgrade to Hoary: Ubuntu-update

Only those new packages which are listed as dependencies for a package
which is already installed will be added by dist-upgrade.

If you already had ubuntu-base and ubuntu-desktop installed, a 
dist-upgrade would have installed the new packages, whereas a straight 
upgrade would not.
