Gimp help browser and files in Hoary?

I've just installed the release version of Hoary. Attempting to start
the Gimp help system gets me a message saying that the help browser
cannot be found, use web browser. If I ok that, I then get a message
that the help files can't be found.

I've found both the help browser and the help files, was wondering why
they weren't included in the release iso?
