Ubuntu bugzilla in the wrong time zone...

Not sure why, but it seems the Ubuntu Bugzilla is one hour off.  A
couple of minutes ago  I added a comment to a bug, and it is now
displaying it as 3:37 UTC:

But according to my computer, and also to the US government time
server (http://www.time.gov/timezone.cgi?UTC/s/0/java),  it is
currently 2:41 UTC.

So it seems the bugzilla is 1 hour off for its UTC time.
