A question about VectorLinux (and Linux in general)

A few days ago I installed VectorLinux SOHO 5 (Slackware based) on my
notebook just to see how it feels. I hadn't used KDE for a long time
and it looked much faster and more beautiful than before. I didn't
play with it much. I guess (by looking at the screenshots) it's loaded
with all the necessary multimedia tools. But if this is illegal how do
they do that?

Anyways, VectorLinux was not as attractive as Ubuntu for me and I
threw it away. However, as advertised in their website, its boot
process was faster compared to Ubuntu (and Fedora.) This should be a
feature of the Slackware not the VectorLinux though.

Why do other distros can't do that? Shouldn't they share their
modifications of the kernel and boot loaders and etc. with the kernel
maintainers?
