Maybe I remember wrong but I think that one of the developers said that
UTF-8 migration tool wouldn't make it to Hoary. I'm glad if I'm wrong,
because just yesterday I had problems with this matter. I was helping a
person to install Ubuntu and noticed that many file names of his
back-upped files had changed unreadable after moving them to Hoary (the
file names contained some Scandinavian special characters).
