Is this a low speed for my CPU???

First, see if you can get a BIOS upgrade for it.  That may fix the
problem.

Second, consider writing a note to the Linux cpufreq 'powernow'
maintainer, explaining the situation.  Perhaps that person can write a
patch to support it.  If you receive a patch, please see that the
Ubuntu / Debian kernel package maintainers receive a copy, with a full
explanation.

That maintainer's name will be in the kernel source code.  The Ubuntu
kernel maintainer's address will be in the output of "dpkg --status
NAME_OF_KERNEL_PACKAGE".  If you require assistance finding these email
