Hello,

Thats because your winscp speaks ssh Version 1 and hoary ssh Version 2. 
If you open winscp choose on the left side ssh and chose under 
"preferred ssh version" 2. Maybe it's useful to change at the bottom the 
  priorities of encryption algorythms...
