Audio skipping in Ubuntu

I'm getting skipping audio using xine to play Mp3's, with no apparent
tax on the CPU. CPU is running at 25% without anything hogging it in
particular.

Also at every bootup the Ubuntu intro jingle skips at exactly the same
place. I'm running the latest Hoary with 2.6.10-5, on a Dell Inspiron
8100.

The mouse cursor also skips periodically with the whole PC pausing
briefly.
