Ubuntu side of things:
apt-get install netatalk or go into Synaptic and install netatalk.
Mac side of things:
in Finder, type command-K
enter afp://192.168.0.100 (or whatever your IP is)

I do not know how to. So far, I have been underwhelmed by Ubuntu's
support for networking (SMB and AppleTalk) and my SMB server
(YellowDogLinux) is out of commission anyway (the version that shipped
with YDL 4.0 and 4.0.1 is broken and requires a minor fix that I've
been too lazy to apply) so I cannot trouble-shoot SMB at the moment.
I suspect FTP would be your best bet. You could also set up a WebDAV
server on the Mac side of things but that would require fiddling with
apache (httpd) and permissions.
I'm sure someone else can give a more positive assessment of Ubuntu
client-side networking along with some good pointers of how to get
Ubuntu client-side networking working (it's never been a priority for
me since I have MOL (MacOnLinux) running on my Ubuntu machine so I can
boot into OS X whenever I need to access my network server).
