UpstreamVersionFreeze is the point past which "it's newer" is no longer
sufficient justification for exposing ourselves to the risks inherent in
updating to a newer version.

Decisions on new versions are ultimately taken based on a cost/benefit
judgement: if a new version exposes us to some unknowns, but fixes very
severe bugs, and the risk of breaking other packages is slight, it can be
considered.

You can also see from the chart that today, April 1st, is within a very
strict state of freeze, only 7 days from our final release.
