Where is Emacs 21.4

Not really. It says:  January 3rd - UpstreamVersionFreeze, but I saw
*lots* of "New Upstream-Version" in Changelogs over the last few days.

So, your answer makes quite clear that there will be no Emacs 21.4 in
Hoary, but I still wonder why.
