Wouldn't a newer hal package be enough ?
Specifically this patch
http://freedesktop.org/pipermail/hal-commit/2004-August/000393.html
with tools/linux/hal_hotplug_map.c usbmapfiles variable modified to
add /etc/hotplug/usb/libgphoto2.usermap ?
