upgrade form debian sarge problems!

I upgrade Ubuntu from debian sarge directly...There is some problems for
me...
1.the account "root" is not disabled...
2."system configueration" tools does not work...
I've known "root" is disabled by default.I think this may be caused by
"sudo"...my "sudo" config file only include the following line:
root	ALL=(ALL) ALL

How can I fix it?

else,How can I customsize the "computer" menu?
