Sure, it is actually really straightforward:

  * sudo dpkg-reconfigure locales

  * Select the UTF-8 version of your preferred locales, ie. en_US.UTF-8

  * Deselect all the others

Let us know if you find any wacky console rendering bugs (GNOME supports
UTF-8 through and through), so we can go and fix them during Hoary. :-)
