There was a bug in kdebase which caused it to fail to build.  Because it is
not part of our supported set, this was not a priority to fix for the
preview release.  However, it is being fixed now, and this should allow a
number of other packages to now build, and make KDE software installable
again.

It is difficult to say without more information.

The main Ubuntu archive is online now, and has not been down at any time that I
have tried to reach it today.  Can you provide the exact error messages that
you saw?
