libnjb-dev: Package Config file is not included

Package: libnjb-dev
Severity: important

The package config file for libnjb is not included in the installed
development package.  The file is in the top level source directory and
is named libnjb.pc.  The inclusion of this file will make it very
convenient to build many other applications from source.
