How did you arrive at this screen?

Those aren't updates from the Internet, they're software packages from the
CD being installed.

This seems to happen when you delete _all_ layouts.  I don't see any reason
why you would want to do this, but it should not issue an error in this
case.  Please file a bug about it.

This was done explicitly, and for good reasons, upstream in the GNOME
project.

FAQ
