I use a Smartlink Winmodem (laptop) and I had to change /dev/modem
to /dev/ttySL0 in the Computer>System Configuration>Networking dialog ,
and the lock file from /var/lock/LCK..modem to /var/lock/LCK..ttySL0 in
the Modem Lights preferences .
I also had to add myself to the "dip" group .
Maybe you need to do something similar ?
Can you get a connection by running pppconfig (in a terminal as root)
and then running pon (also in a terminal)?
