bad kernel's happen, but are kinda rare.

what's your /etc/network/interfaces look like?  the interface ifplugd
controls should be set to noauto.  It also looks like hotplug can use
it somehow as hotplug tries to start ifplugd after init has already
started it on my laptop. (???)

if it is the kernel, then there won't be any notification messages in
/var/log/messages when you plug/unplug the media from the nic.

to see if this happens (or doesn't), open up an xterm and do:

$ tail -f /var/log/messages

and then plug/unplug the media.  You should get messages the media was
detected, setting speed to 100mbps, etc.
