Compilers are definitely not 'mandatory' for using Ubuntu. You do not
need a compiler to browse the web, access your email, listen to music,
write documents, etc., etc. We (technical users who are interested
enough to join this mailing list) may use compilers all the time, but
'normal' people don't. At all. :-)
We don't include compilers in the default desktop install because they
are unnecessary for most users and would not be appropriate under many
corporate desktop policies. Our goal is to have a default install that
doesn't need anything added or removed to satisfy the 'greatest common
factor' of our user base.
