An idea for Hoary

I think the reasoning behind this is two fold.

first there is only a finite space on the (single don't forget!) cd and 
it's more important to get a working workstation with a wide variety of 
user tools and dev tools come second to this priority.

second, if you want to use dev tools you know how to get them (or at 
least where to discover how to get them) ;-)

it's not hard to install anything you want on a network connected 
machine and none connected machines can use packages from a cd.
