Turkish (Q) Layout is missing

In Gnome Keyboard Preferences, Turkish (Q) layout is missing, so one
should manually edit the  /etc/X11/XF86Config-4 and add the following to
the keyboard section:

	Option		"XkbLayout"	"tr"
	Option 		"XkbOptions" 	"caps:shift"

and disable Gnome keyboard handling.

FYI, Turkish (Q) layout is the most common one used in Turkey.
