Actually upgrading the system would in fact be the first step, not the last.
That page contains notes about actions you might wish to take after
upgrading.

However, if you would like to add a section with step-by-step instructions
for performing an upgrade in traditional Debian fashion, I think that would
add to the benefit of the page.  Follow the instructions on
http://wiki.ubuntu.com/FrontPage to create an account, and you can edit the
page yourself.
