this is caused by an ancient bug in the e100, eepro100 cards with
certain switches/hubs (if i remember right, 3com was a major candidate
here).
the card should autonegotiate the medium, but doesn't do this right, so
you are left with a 10 Mbit half duplex line.

try in a terminal:

sudo mii-tool 
(with your pw)
and look what it says...
