German Localisation -> Proposal to include aspell-de in Ubuntu Base

Hi there,

Would it be too hard to move aspell-de to Ubuntu base instead of
universe? I guess not everyone knows which package to install to get
spelling correction (e.g. in Evolution) also in german. Might be good
for other languages as well...
