Is universe freeze?

Hi,

Is the universe freeze already?
If not, could I have a newer version of darcs?
Currently it's in 0.9.22-1 where Debian testing has 1.0.0rc2 and
unstable has 1.0.0rc3.

The reason I ask is the 1.0 version of darcs has "rerecord function"
in which 0.9 version hasn't.
