tex4ht: New upstream fixes XML output

Currently tex4ht writes XML version 1.1 documents.  This isn't a great
idea as much of the world doesn't recognise XML 1.1 documents but only
1.0.  The author claims that the latest version of tex4ht doesn't
write 1.1, so would it be possible to upgrade?
